Mid-Level Enrichment (MLE) Program

Mid-level leaders need both business acumen and superior leadership tools to support them professionally as well as personally. MLE is a hands-on, experience-based program that sharpens critical skills to prepare for advancement within an agency.

Who Attends

The MLE program assumes 3–5 years of management experience and completion of an in-agency LDP or federally-focused leadership certificate program. It is recommended for high-potential managers in the GS-13 to GS-15 levels.

How it Works

MLE applicants are required to submit a Learner’s application essay, letter of recommendation and a letter of commitment. The program kicks off with 3 days of in-classroom activities where students attend instructor-led classes, work on projects in groups and receive the first of their 1:1 executive coaching sessions. Subsequent weeks include development of business acumen through the exposure to related acquisition, financial management and data analytics topics. Throughout, students participate in action learning and service project activities, complete development assessments, and receive individualized feedback from coaches, peers and mentors.

MLE is aligned to both OPM ECQs and the DoD Civilian Leader Development Continuum and DoD Civilian Framework Competencies.

The MLE program exposes learners to key knowledge areas like Federal Acquisitions, Financial Management, and Strategic Planning.

MLE features cohort-based projects, including an agency-specific Action Learning project, a cohort service project, as well as an Individual Research Assignment.

Results Driven

MLE explores both Data Analytics and Advanced Problem Solving, and facilitates intra-agency job shadowing, a 360 review, the Hogan Personality Inventory (HPI), and the Hogan Development Survey (HDS).

MLE provides learners with a range of support including cohort networking opportunities, chances for community-based improvements, and online discussions.

Leading Change

MLE covers essential topics like Leading Organizational Change and Strategic Planning. In addition, MLE provides learners with a science-based approach on how to form new habits, so that the behaviors needed to support change initiatives become easier to master.
